Oil Cooled Turbo Questions

Hi,

I picked up a T04E from another lister and although it looks good, if I blow a little through the oil inlet with my thumb over the outlet I can hear hissing. I'm not blowing super hard... Could these seals be pretty weak? I'm already near the end of my

budget so I could deal with 'worn out' seals as long as they aren't failed to the point of belching out constant smoke.



On another dumb question note, what is this port supposed to be? There is one on each side and they weren't capped.


Could this be a wet turbo that was ran dry?
